T he Superior Court of California, County of San Bernardino holds jurisdiction over the largest county in the United States, geographically covering over 20,000 miles and serving more than two million people. Our court has 85 judges and 16 subordinate judicial officers who hear court proceedings in 14 locations: Barstow, Fontana, Joshua Tree, Rancho Cucamonga, Victorville, and multiple San Bernardino locations . Approximately 1,000 employees service the needs of the court by providing operational, administrative, and clerical support.

The county has three distinct geographical areas: desert, valley, and mountains . Each geographical area is home to one or more court districts. Frequently referred to as the " Inland Empire ", San Bernardino County is located in beautiful Southern California and is one of the fastest growing areas in the country. There are mountain and desert resorts, oak trees, pine trees, and palm trees--all in your backyard. A county which retains its rural feel, yet is minutes from the greater Los Angeles metropolitan area, San Bernardino offers choices for every lifestyle. The county provides superb outdoor recreational settings for skiing, hiking, biking, camping, and golfing, and includes Lake Arrowhead, Big Bear, and Joshua Tree National Monument. The Position The Court Executive Officer reports to the Presiding Judge and works under the authority of the judges of the Superior Court of California, County of San Bernardino. The Court Executive Officer manages and oversees the overall administration of the court including allocation of resources to promote access to justice for all members of the public; plans, directs, and coordinates the non judicial activities of the court; functions as the Clerk, Executive Officer and Jury Commissioner of the Superior Court of California, County of San Bernardino; ensures court operations are conducted in an effective, efficient, and economical manner and performs related duties as required. The Court Executive Officer provides leadership and guidance to court employees, creating a positive and engaging work environment in which employees provide outstanding service to the public and identify innovative and efficient methods of performing the work of the court. The Court Executive Officer shall be selected by election of a majority of all judges of the Superior Court of California, County of San Bernardino. (See, Superior Court of California, County of San Bernardino, Local Rules, Rule 240.)  Bachelor's degree from an accredited college or university with major coursework in public administration, political science, business administration, or closely related field and,  At least five (5) years of progressively responsible court operations and,  Administration experience within a public or private agency which involved having the responsibility for planning, organizing and execution of varied work programs, including five (5) years of responsible leadership experience. Position Requirements

Master's degree in public or business administration and experience in a California court with 50 or more assigned judicial positions is highly desirable.

Must be able to travel in-state and out-of-state, requires a valid California Drivers License to perform the essential functions of the job or have other means of transportation to travel within the County of San Bernardino.

Essential Functions The duties of a Court Executive Officer are set forth in Rule 10.610 of the California Rules of Court. In addition to those duties, a Court Executive Officer’s responsibilities would typically include the following, non-exclusive list: 1. Confers with the judicial officers and staff in the development and execution of strategic and operational plans; serves as a key resource to judicial committees in development of and review of the Court goals, strategy and policy. 2. Makes recommendations to the Presiding Judge on budget priorities, prepares and implement court budgets, including payroll, accounting and financial controls; employs sound budget and fiscal management practice and procedures to ensure that annual expenditures are within the court's budget. 3. Provides general direction to and supervision of the employees of the court, and drafts for court approval and administers a personnel plan for court employees that complies with California Rules of Court 10.670; hires, disciplines, and terminates non judicial employees. 4. Takes appropriate measures to ensure that the court maintains a safe and harassment-free workplace, and that employees are able to report harassment without fear of retaliation. 5. Implements, oversees and updates an efficient calendar and caseflow management system. Directs the development, implementation, and maintenance of the court's management information systems and other technology systems.

6. Confers with judicial officers on administrative and operational issues to ensure that the bench is provided timely, effective and efficient support; takes action necessary to anticipate and investigate and resolve operations or administrative concerns. 7. Maintains and develops positive relationships at the State and County levels that are critical to the court's operations and financial stature. Must work collaboratively with the Presiding Judge to maintain and develop relationships with representatives of the Legislative and Executive branches of State government, official of San Bernardino County government, other trial courts executive officers, the District Attorney, Public Defender, Probation Department, Sheriff, legal providers and the State Bar of California and local bar groups. 8. Creates and manages uniform recordkeeping systems, collecting data on pending and completed judicial business and the internal operation of the court as required by the court and Judicial Council.

9. Negotiates contracts on behalf of the court in accordance with the established contracting procedures and all applicable laws.

10. Effectively manages the jury system and carries out its provisions within State statutes.

11. Represents the court in business with the public and press, community, the County and other governmental agencies; Coordinates news releases and other formal contacts with the media and public on behalf of the court in consultation with the Presiding Judge.

12. Provides administrative support to the Grand Jury in budgeting, supervision, staff support, facility management, and procurement and office operations.

13. Directs the filing, receipt and processing of all documents, pleadings, records, minutes, orders, and exhibits relating to the court's civil, criminal, mental health, juvenile court, family law, probate, adoption, conservator/guardian, appellate and related court calendars.

14. Serves as a custodian of the records (including exhibits and financial transactions), and processes cases appealed to the District Court of Appeals and Supreme Court.

Performs other duties assigned by the Presiding Judge.
